Schiff Introduces Constitutional Amendment to Permit Content Neutral Regulation of Campaign Spending

Rep. Adam B. Schiff (D-Burbank) today introduced a constitutional amendment to overturn the Supreme Court’s ill-considered opinion in Citizen’s United, and other Supreme Court precedent which have made it impossible to regulate the billions in campaign spending unleashed over the last two decades. The amendment also overturns a Supreme Court decision – Arizona Free Enterprise Club’s Freedom Club PAC v. Bennett – striking down an Arizona law which allowed public financing of a candidate if their opponent exceeded certain spending limits. In introducing the amendment – drafted by Constitutional Scholar Lawrence H. Tribe – Schiff said the following:

“The growth of the Super PACs is just the most recent and disastrous result of a series of Supreme Court decisions that seek to distinguish between contributions to a candidate and direct expenditures that have the same effect. I have always been loath to amend the constitution, but this tragic line of reasoning by the Supreme Court has so threatened the health of our democracy that I am moved to introduce today’s amendment.”

The amendment provides simply:

“Nothing in this Constitution shall be construed to forbid Congress or the states from imposing content-neutral limitations on private campaign contributions or independent political campaign expenditures. Nor shall this Constitution prevent Congress or the states from enacting systems of public campaign financing, including those designed to restrict the influence of private wealth by offsetting campaign spending or independent expenditures with increased public funding.”

Congressman Schiff is no stranger to campaign finance reform. Elected in 2000, after the most expensive race for the House in history at the time, he became a co-sponsor of the bipartisan McCain Feingold campaign finance reform law on his first day in Congress. Citizen’s United helped overturn critical parts of that and other campaign finance laws.

Lawrence H. Tribe is the Carl M. Loeb University Professor and Professor of Constitutional Law at Harvard Law School. Representative Schiff served as one of his research assistants while a student at the law school in the mid-1980s.

Bob Hope Airport Online Questionnaire Results Released

Participants in a questionnaire about Bob Hope Airport offered on the Internet April 16 – 30 to all persons expressed favorable overall attitudes about the Airport and the desirability of a replacement passenger terminal with the same number of gates as the current 82-year-old terminal.

The questionnaire was a follow-on public outreach measure to a February telephone survey of 1,111 registered voters in Burbank, Glendale, Pasadena and parts of Los Angeles near the Airport.

Both research projects were undertaken for the Airport Land Use Working Group, comprised of staff  from the Burbank-Glendale-Pasadena Airport Authority and the City of Burbank, to help  establish a baseline on current public attitudes about the Airport to assist the City and the Airport Authority in joint outreach to achieve a consensus vision for the Airport’s future.

The online questionnaire was publicized by public announcements, newspaper and online  advertising, and 69,000 automatic telephone calls. A total of 915 submissions were received, whose responses tended to mirror the findings of the more formal survey using scientific sampling conducted in February.   The questionnaire was administered by the research firm of Goodwin Simon Strategic Research (Goodwin), which also conducted the formal survey in February.  A report by Goodwin notes that the questionnaire – as contrasted with the telephone survey –   should be viewed primarily as an opportunity for the public at large to express views about the Airport, rather than as a scientific tool to infer views of all local residents.

Approximately one-third of the questionnaire responses came from Burbank with 336
submissions; 232 came from Glendale; 131 were from Pasadena residents; 37 were from Los Angeles residents; and 149 came from residents listing other cities. The questionnaire was available in English and Spanish.

Most participants expressed very positive views about the Airport, especially its convenience and ease of use. Concern was expressed about noise from the Airport and about possible changes or expansion, but nearly the same proportion of respondents wrote that their biggest concern was that the Airport needs to be more modern, safer, passenger-friendly, or competitive with other airports.

When asked how the Airport affects their quality of life, participants were nearly three times more likely to respond with a positive comment about having the convenience of a nearby airport than with a negative comment about noise or other concerns.

New Caltrans Closures For the I-5 This Week

The California Department of Transportation
(Caltrans) will close the following lanes, ramps, and connectors of the
Golden State Freeway (I-5) and the Ventura Freeway (SR-134) as part of a
$57.8 million improvement project to construct High Occupancy Vehicle (HOV
or carpool) lanes in each direction along I-5 between SR-134 and Magnolia
Boulevard. Closures are subject to change. Detours will be signed.

About the Project

This project is building a high occupancy vehicle (HOV) lane in each
direction along the Golden State Freeway (I-5) between the Ventura Freeway
(SR-134) and Magnolia Boulevard in Burbank, a total distance of 5.4 miles
(2.7 miles in each direction). It is also constructing sound walls and
retaining walls.

Providence St. Joseph Medical Center Guild Raises $140,000

Providence St. Joseph Medical Center Guild raised $140,000 for medical center’s foundation as part of its $500,000 pledge to the Hycy and Howard Hill Neuroscience Institute at the center. New officers are installed and members are recognized for service hours.

New officers and a large donation were on the agenda when Providence St. Joseph Medical Center Guild met for the annual Recognition and Installation Tea at Lakeside Golf Club on June 13.

President Kathleen Marsden wrapped up her year by presenting a check for $140,000 to Kerry L. Carmody, regional chief operating officer of Providence Health and Services, California.

The funds were raised by the fall and spring events, gift shop and card parties. The guild carried over $86,500 from the prior year and received a donation from the estate of member Haline Heimstadt and this total is almost half of the amount of the guild’s pledge of $500,000 made to the Hycy and Howard Hill Neuroscience Institute, which will open soon on the fourth floor of the medical center.

In thanking the guild, Carmody said the guild provides a vital connection to the community.

“The money is fantastic,” he told members. “This wouldn’t happen without your passion for this ministry.”

The meeting began with Sister Rose Byrne, of the Sisters of Providence Order, giving the invocation. In her prayer, she said how the guild has supported the medical center for 67 years.

Grace Mylroie Patz, tea chairwoman, welcomed the group saying the installation tea is one of the finest events they have each year.

“It’s our thank you to ourselves,” she said.

When Providence Health Systems Foundation liaison Ron Bitzer visited the guild meeting a few weeks ago, he said the guild has contributed more than $6 million to the medical center since the guild formed in 1946, Patz said.

“We are proud to be members of this guild and the fact that we are able to accomplish this amount of money to contribute,” she added.

Installing officer Chik Smaldino incorporated a rhyme for each officer taking a new position on the board. Incoming president Patt Scully’s theme is “Watch Us Grow”, linked to her love of gardening.

In keeping with the theme, Smaldino presented officers with a vase of flowers and Scully a watering can filled with flowers.
