Transient allegedly urinating in the bushes and smoking narcotics near the Scott Rd. off ramp starts throwing punches at Burbank police officers when they try to arrest him.

Juvenile was dropped off near the intersection of Keystone and Magnolia and found by a Burbank citizen, who then alerted authorities. She was reportedly taken from outside her home a few miles away.
