Litigation between the City of Burbank and the Los Angeles County Metropolitan Transportation Authority (Metro) regarding the North Hollywood to Pasadena Bus Rapid Transit project is ongoing as to the City Council’s direction opposing dedicated bus lanes on Olive Avenue.
As part of an interim agreement in the litigation, Metro will be able to proceed with undisputed project improvements in Burbank, including bus station, roadway and sidewalk, ADA-related pedestrian, street lighting, traffic signal, and landscaping upgrades. These improvements are expected to enhance the transit experience for buses and riders along the route.
The City’s permit approvals will not include signing and striping plans that implement dedicated bus lanes, or any specific traffic signal plans or signal timing that implement dedicated bus lanes on Olive Avenue between Buena Vista and Lake Streets. The City’s position remains unchanged, and the Council continues to support mixed-flow operations on Olive Avenue.
Thus, if Metro completes City project improvements before the City and Metro resolve the remaining dispute, the project on Olive Avenue will open and operate as mixed flow. The City remains committed to continued collaboration and coordination regarding the project despite the unresolved dispute.
