A routine traffic stop for not wearing a seatbelt, led to the arrest of a registered sex offender for possession of child pornography.
A motor officer noticed the gold colored 2000 Toyota Camry in the 1900 block of Ontario Street, at 2:47 p.m. on January 2. The location is adjacent to Providencia Elementary School. The school was closed at the time, as students are on their winter break. The officer stopped the vehicle because the driver was not wearing a seatbelt.
The male driver, who was the sole occupant of the car, did not have a driver’s license. A routine records check revealed that the driver, Donald Cowan, 69, of Moreno Valley, had an outstanding warrant and also was a registered sex offender. When Cowan’s car was searched, officers found young girl’s clothing in the trunk. They also found images of young girls engaged in sexual acts.
Cowan was placed under arrest for possession of child pornography, and the warrant. He was transported to the Burbank Jail. His bail was set at $380,000.
Burbank Police are asking for the public’s help in determining if there are any victims locally Anyone who may have had contact with Cowan, or recognizes him, is asked to call Detective Lamoureaux at 818-238-3246.
Cowan is described as White, 5 ft. 4 in. all, 115 lbs., with short brown hair and blue eyes. When arrested, he was wearing a long sleeved denim shirt and blue jeans.
