The Burbank Police Department has announced the arrests of two individuals in separate, unrelated investigations. In both cases, officers utilized automated license plate reader (ALPR) technology, specifically Flock Safety systems, alongside other investigative tools to identify and locate the suspects.
Indecent Exposure Arrest on West Magnolia Boulevard
On July 28, 2026, at approximately 12:00 p.m., Burbank Police officers responded to a report of indecent exposure in the 2700 block of West Magnolia Boulevard. A woman reported that an unknown male had exposed himself and masturbated while speaking to her under the pretense of asking for directions. The victim stated the man continued the act as he drove away, and she provided responding officers with the suspect vehicle’s license plate number.
Officers used Flock Safety ALPR technology and local video camera systems to identify the suspect’s vehicle, locate it nearby, and detain the driver within an hour of the crime.
The suspect was identified as 29-year-old Ernesto Reyes of Reseda, California. Police records indicated that Reyes is a registered sex offender with prior convictions for indecent exposure-related offenses. Reyes was arrested and booked under California Penal Code § 314.1 (indecent exposure with prior convictions).
The Los Angeles County District Attorney’s Office has filed one felony count of California Penal Code § 314.1 against Reyes. He has since posted bond and is scheduled to appear in court on August 7, 2026.
Theft and Identity Theft Arrest in Oxnard
In a separate investigation, Burbank Police detectives arrested a suspect in connection with a wallet theft from an elderly victim that occurred on May 26, 2026.
According to police, a 74-year-old Burbank resident reported that her wallet was stolen while shopping at a grocery store in the 3400 block of West Olive Avenue. Surveillance video from the store showed a man removing the victim’s wallet from her purse during checkout. Within 20 minutes of the theft, the suspect used the victim’s credit cards to purchase a gaming console at a nearby store.
Detectives investigated the incident using Flock Safety ALPR technology, video camera systems, and digital evidence analysis to develop leads. This work led to the identification of 31-year-old Raymond Hurtado of Oxnard as the suspect.
On August 6, 2026, detectives served a search warrant at Hurtado’s residence in the 3400 block of Orange Grove Drive in Oxnard. Hurtado was detained at the location, and investigators recovered physical evidence linking him to the Burbank theft.
Hurtado was arrested and booked for violations of California Penal Code § 368(D)(1) (elder abuse theft) and § 530.5(C)(2) (identity theft). Formal charges are pending review by the Los Angeles County District Attorney’s Office. Detectives are currently investigating whether Hurtado is connected to additional regional crimes.
